Many many things happen behind the scenes too...as far as I can think - states and centre have to interact on various issues - its not like that states are totally dependent to do whatever they like - or even the Centre. Yes, some functions are clearly marked out - but there is a lot of interdependence too - be it allocation of funds or anything else - so, same party at state & national level will definetly have more clout and say at the centre as compared to different ones. Ideally it shouldn't but ... I might be wrong ..just my perceptions Hmmm.
